GENERAL

SCOPE AND PURPOSE

These specifications are intended to provide a general description of a vehicle constructed and equipped so as to provide optimum performance in regard to safety, environmental features, comfort, reliability, public acceptance, and authentic design features. This vehicle is intended to be operated in transit service, in all sections of our service area.

1. Requirements

(a) Coaches are to be diesel operated for service in densely populated areas, but at the same time must be satisfactory for reasonable speed with relatively long distance between stops, and be able to negotiate occasional grades up to a maximum of 15%.

(b) Coaches shall afford features essential for safe, fast, efficient, and comfortable operation by the operator. This implies the utmost; in greatly improved road and traffic visibility under all driving conditions and adequate means for safe passenger movement. The coach must be maneuvered easily in normal and heavy traffic.

(c) Coaches shall have, at a minimum, a front entrance/exit and emergency exits.

(d) Coaches must be capable of satisfactory operation with 150% seating capacity passenger loads at 56 mph using 150 lb. per passenger.

(e) All equipment and/or parts furnished or installed by the Contractor shall be free of manufacturing and operational defects. All parts and components shall be new and not used and/or reconditioned, and not of such age or so deteriorated as to impair their usefulness or safety. All parts and/or assemblies in any given unit shall be interchangeable with corresponding parts in any other unit without modification.

(f) The workmanship employed shall be of the best quality and to the highest standards of commercially accepted practice for the class of work, and shall result in a neat and finished appearance of equipment.

(g) The trolley shall meet all applicable Federal Motor Vehicle Safety Standards and all applicable Bureau of Motor Carrier Safety regulations in effect at the date of manufacture.

(h) The Contractor shall comply with all applicable Federal and State regulations. In the event of any conflict between the requirements of this Specification and any applicable legal requirement, then the legal requirement shall prevail.

2. Conformity

(a) All bidders must conform to these specifications; the product that they furnish shall be of first class quality; and the workmanship shall be the best obtainable in various trades. The design of the body, chassis, and equipment which the manufacturer proposes to furnish shall be such as to produce a vehicle of substantial and durable construction in all respects.

(b) No advantage shall be taken by the manufacturer in the omission of any part or detail which goes to make the coach complete and ready for service even though such parts or detail are not mentioned in these specifications.

(c) All units or parts not specified shall be manufacturer's standard units. In all cases, material must be furnished as specified, unless approved as equal by the Evaluating Committee.

(d) The coach vendor shall assume responsibility for all material and accessories used in the coach and their proper installation and their warranty, whether the same is manufactured by the vendor or purchased, ready made, from a source outside the vendor's company.

 

VINTAGE STREETCAR DESIGN

All bidders must submit documentation in the form of drawings or pictures of the vehicle to be bid. The Evaluating Committee will determine if it looks like a street car.

(a) Contours, shapes and proportions including any radius of curvature feature of components depicted in an aesthetic design to be approved by the Authority shall be adhered to.

(b) Bidders aesthetic design shall incorporate all features depicted in the aesthetic design to be approved by the Authority.

(c) All bidders shall submit with their bid a detailed response to each and every item specified in the detailed technical specifications and approved equals at the time of bid. A simple response such as comply, standard, agreed, etc. WILL NOT BE ACCEPTABLE.

 
MANUFACTURER'S CERTIFICATION

The manufacturer must certify that the coach offered in his bid has been designed, manufactured, 
assembled, and tested by the bidder for transit purposes and is suitable for extended service in heavy stop-and-go transit service. The coach offered must be capable of satisfactory operation in ambient
 temperatures of 0 degrees to 110 degrees Fahrenheit.

MATERIALS

(a) All materials used in construction of the coach and all its parts shall conform in all respects to American Society of Testing Materials, Society of Automotive Engineers, or similar association standards. Materials used shall be of first quality and shall be exactly duplicated in manufacture, design and construction in each of the coaches.

(b) All lumber shall be thoroughly kiln dried, free from knots and checks and shall be clear straight grain, dressed on all sides.

(c) All painted steel and/or aluminum sheets shall be thoroughly cleaned and coated on the outside with epoxychromated protective paint prior to assembly in coach.

(d) All joints shall be protected by cork tape and specified undercoating (or approved equal) at assembly.

(e) All 5/8" O.D. and smaller bolts, nuts, and washers, shall be zinc, cadmium plated, or phosphate coated to prevent corrosion.

WORKMANSHIP

(a) Workmanship shall be of the best quality and shall conform in all respects to the best practice in the industry.

(b) Welding procedures, welding materials, and qualifications of operators shall be in accordance with the standards of the A.S.T.M. and the American Welding Society. All exposed welds shall be ground smooth after welding to present a smooth workmanlike appearance. Where metal is welded to metal, the contact surfaces shall be free of scale, grease and paint.

(c) Where non anodized metal is riveted or bolted to metal, contact surfaces shall be thoroughly cleaned, double rinsed, and coated with corrosion resistant material acceptable to the Evaluating Committee. All rivets shall completely fill the holes.

(d) All wood shall be filled, sealed and finished.

(e) All steel and aluminum body parts which are to be painted shall be thoroughly cleaned and double rinsed, and insure proper paint adhesion. Excess joint sealer shall be removed prior to priming. Underside of all concealed metal panels shall be undercoated with an approved undercoating compound. External roof joints shall be protected with an approved undercoating material. Particular care should be exercised to see this material is sprayed into all corners, crevices, and pockets.

(f) All exterior light fixtures shall be fitted to the contour of the coach body and 
adequately sealed to eliminate entrance of water.

(g) All ventilator doors and compartment doors shall be sealed with rubber.

(h) All burrs and sharp edges shall be dressed to prevent injury to passenger, operator, and service personnel.

(i) Special care shall be taken with the outside roof sheathing, roof bonnets, and the
 interior finish so that all kinks and buckles are removed before assembly to present
 a true and smooth finish without excessive grinding off of the material so as to weaken 
the structure.

(j) All painted surfaces shall have a true and smooth surface that will not show sanding or grinding marks after painting.

TESTING

(a) Complete coach and all working and moving parts and operating devices shall be thoroughly tested and put in proper operating condition by the manufacturer.

(b) The roofs, windows, and windshields of all coaches shall be water tested as follows:

(1) The water test shall consist of a series of nozzles which are strategically located around the perimeter of the vehicle so as to spray water over the entire surface of the vehicle.

(2) The nozzle shall eject a volume of water no less than 2.5 gallons per minute under a pressure of no less than 50 pounds per square inch measured at the nozzle tip.

(3) The successful bidder shall be required to water test each vehicle under the conditions set forth above for no less than five (5) minutes in order to determine whether or not there are any body leaks at the window areas and roof panels.

(4) The successful bidder shall take the necessary corrective action when body leaks are found to exist as a result of the above test, and conduct a second water test to recheck for body leaks following corrective action.

(5) The coach will not leak when washed with modern washing equipment.
